Penzance BID has secured a third term following consultation and a successful ballot of levy payers
Penzance BID secured a third term on 8th October 2024, with 74% of all businesses that took part in the ballot voting ‘yes’. To view the ballot declaration, please click here. You can also view the third-term business plan here.
Penzance BID will come to the end of its current term on 31 May 2025 and the new term will start on 1st June 2025.
Background to our third term
Here’s a breakdown of how the third term was achieved. It included consultation of levy-paying businesses, a ballot and a positive result endorsing the BID to proceed.
Under BID legislation, Penzance BID could be renewed for a further term from June 2025 – March 2030 subject to a new business plan being published and a ballot being held.
Positive feedback from businesses through our early survey launched in April 2024 indicated that there was an appetite for the BID to be renewed.
We used this feedback to prepare our Penzance BID 3rd Term Consultation document and questionnaire where we suggested the themes that would be part of the next business plan to be delivered from June 2025 subject to a positive vote. 95% of respondents supported our vision and over 91% of respondents agreed that the project themes were the right ones for Penzance BID’s third term.
Overall, 40% of all levy paying businesses engaged in the consultation through relaying their feedback in person or by completing the third-term questionnaire.
Our third term business plan was shaped by the views of our levy-paying businesses and can be found here. All eligible levy payers within the BID boundary had the opportunity to receive either a digital copy or hard copy of the business plan from the middle of August 2024.
The notice of ballot was issued on 22nd August 2024 with ballot papers sent out on 5th September 2024 for the 28-day postal ballot. All votes needed to be received by Cornwall Council on or before Tuesday 8th October 2024 at 5pm. The person entitled to vote was able to appoint someone else to vote on his or her behalf (a proxy).

Baseline – Services provided by statutory organisations within Penzance that have a correlation to the projects that the BID will deliver have been documented. The purpose of this it to ensure that Penzance BID is adding value to current service provision and supporting businesses rather than replacing or duplicating existing services.
An agreement in principle, subject to a successful ‘yes’ vote, was reached with Cornwall Council, Devon and Cornwall Police and Penzance Town Council that these baselines will be reviewed each year.
